Everyone says that. As we've seen year after year, saying that doesn't mean Floyd or Manny are willing to give much in order to make the "fight the fans want." Pacquiao already gave Floyd an ultimatum and is surely looking for plan Bs, as well. The fight is viable from a competitive point of view, it will involve a belt in a weight class where Floyd hasn't yet fought (a lineal belt, although, the lineal belt doesn't necessarily make you the man at MW at the moment), and it will sell no matter how much noise people make complaining about it. All of those reasons play a significant role in why neither side has given up a whole lot to make the fight. They can afford not to give much and still make tons of money fighting other people. Should Pac, Mayweather, Showtime, HBO, TR, Mayweather Promotions, Haymon and GBP be criticized for not being able to make the fight happen? Yes, but that doesn't really make Cotto/Mayweather 2 a travesty in and of itself.
