What does "never use the safety climb" and "hook off" mean?

Guy towers have a wire that run up the climbing side of them. A safety climb is a device that clips to your harness, and then to that wire, so that you don't have to "hook off" with your Y lanyards. If it feels you fall, it sinches up to catch you. It also has nothing but horror stories in the tower industry
