How the fuck does one state go from a $100 billion surplus to a $73 billion deficit in roughly three years? Unless it was just on paper.
And states lose out on gas tax revenue the more fuel efficient cars get and the more hybrids and electrics that are on the road. Wouldn't be surprised to start seeing VMT taxes in the near future in some states.
