Has there ever been a large-scale government that follows that "collective ownership" definition of communism? I'm fairly certain the state was in control in the USSR, not the workers.

Until it results in economic collapse, as communism always causes, and then you can repeat "True Communism Has Never Been Tried" again.

Perhaps communists should attempt this 'True Communism' in some smaller country and when its an obvious success THEN use it as an example for the rest of the world's nations to repeat.

I think you should blame it on not rounding up enough people first. That's why you have to communist small to start. Like any other system, subvert at the start strong, finish strong.
