Jorge can afford an Erdogan special just like basically any first worlder with a job. There's no way he can afford a complete Tsuji overhaul, though, once he blasts through the clinical trials and brings his cure to market in 2020. That's going to be for legitimately wealthy people, not cage fighters who make 80 grand once or twice a year like Jorge. You have to factor in his expenses for training and paying the zakat.

Of course, "being commercially available in Japan", it's still "commercially available". The price is also a non-factor in the grand scheme of things.

It's going to be extremely expensive. As far as being Japan-only, that's not prohibitive to the hair loss community, who are already used to the peregrinations incumbent on them in order to find the best cures. Turkey has been the mecca of transplants for years, so why not have Japan overtake it?
