Sounds like the former mayor of Washington DC Marion Barry. He got caught smoking crack on camera in a hotel room with a female friend of his. (I think she was a hooker). He also got reelected.

As mayor from 1982 through 2001, Coyne sold voters on a complex deal with Cleveland that cost Brook Park a couple hundred homes but gave the suburb the NASA Glenn Research Center. He also helped found the pioneering Northeast Ohio Public Energy Council, built a bridge for Snow Road over a rail line, expanded the community center and helped persuade Ford to make Jaguar engines here. Meanwhile, he lost bids for a congressional seat.

In his private life, Coyne has been divorced twice. Between mayoral stints, he worked for the Cuyahoga County Board of Elections and as a lobbyist, partly for Internet sweepstakes cafes.

In 2003 and 2004, he was convicted of driving under the influence and of violating parole, partly for using cocaine. One night, he was found passed out on a driveway with his pants down. Undaunted, he ran for mayor again in 2005, but lost and stayed off the ballot for eight more years.

Yep sounds about right, Coyne did some good things though
