It's the friend zone loop. Seen this before when I was a rookie.
She told him that she wants to be just friends. But she really doesn't want to be just friends and probably physically gives signals. She just wants him to put in more effort to get her because she doesn't want her friend to FFF her. However all he heard was "just friends", so he sees no reason to put in any more effort. He considers her signals of attraction to him as just her "niceness" that he's probably just misinterpreting. And therefore they've trapped themselves in a friend zone loop, forever friends but tragically never knowing that they were meant to be.
