It won't take down Walz because there is no way that Walz was in on it. This is different from Gaetz picking up homeless 17 year olds to fuck or Trump blocking the Epstein files as they are directly involved in it. Walz at worse had someone who didn't do good checks and balances. Every single governor in every single state could be singled out for fraud going on in their state as their is just too much money flowing around. Is fraud being limited to a reasonable amount usually, probably. In any bureaucracy, there essentially is a fraud tax. The difference here is that Walz and his friends weren't involved in some scheme to benefit from "fraud" that was happening. The whole spotlight on Walz and Minnesota is due to the republican party not liking Walz because he draws support from both sides of the aisle.
