Looks like old school Spandex, to me. We used to wear teh spandex, underneath our regular track shorts, when it was cold outside.

I would probably never wear, just the spandex, though. That is a little ghey, imo.

Outside of the gym and such athletic situations (there's several positives to wearing them, look it up), I have never seen people wearing this shit as just fashion. I don't think that it would go over well here...
