Because extra fat doesn't do anything in fighting unless you turn it into muscle mass.

Even if you don't turn it into muscle mass, just simply getting rid of it is healthier for the fighter. More room for better cardio

Roy had some pretty good cardio and crazy power from his fat.
 
If DC got to 10% body fat, he could probably fight at WW.

He wrestled at 184 while he was way younger and healthier.

Shitty diet aside, he's probably one of those guys that don't perform well while shredded/don't drop fat easily, so he probably look like shit at WW.

MW should still be possible though, indeed there's definitely around 30 pounds of fat that he could rather easily shed on him here.

Exactly. Some body fat is just good for you. Helps you take punches and gives you more weight to make use of. Obviously there comes a point where it's a disadvantage, but it's far beyond 10%.

(Prime) Fedor's a good example of someone with a good amount of fat for fighting.
For HW yeah, for the lower weight classes the lower body fat the better though
