It's a completely made up belt.

He won the 'belt' by fighting someone who has literally never once participated in the lightweight division. It was a cool 'super fight' of sorts but it wasn't anything related to the lightweight division.

He got to the belt by building up a win streak against absolute killers and then he beat a reigning champion going up in weight.

Reigning champs fight for titles in higher weight classes often; Nunes, Cejudo, Cormier, etc.
 
So, Khabib figures he'd be the goat if he accomplished a 2nd and 3rd defense of his belt against and then a fight against GSP.

Compare the following legacies:
Khabib: defends his WW belt 3 times before taking on GSP, whose prime was easily a full decade ago
GSP: Lords over his belt for 9 consecutive defenses over 5 straight years before coming back from retirement. 4 years later to take the MW belt from arguably the weakest MW champion in over a decade. Holds 2 wins over the previous undisuputed WW Goat, Matt Hughes

khabib is a mile away from threatening GSP's claim to greatness.

Khabib would need to do what he said and then go on to defend his belt for a few more years and rack up some significant title defenses to even sniff at GSP's title of WW GOAT

He went 1-0-1 with Alvarez and beat JG coming off a KO loss. Good but I wouldn't call that 'absolute monsters.' Pettis was also in a career spiral and substantial losing streak.

Yes, they can challenge for a belt. Obviously you can't WIN a belt from someone whos literally never fought in the division. That is ridiculous at face value.

He seems really unmotivated. Liked he’s fighting cause he feels he should and not because he wants to.
More like tired because he has given 110% his whole life, he feels it's close to the end, a few more fights and his legacy will be done.
