I think both Tony and Khabib would beat Penn prime-to-prime.
That being said, peak LW Penn (2008-2009) had the greatest difference between him and his closest peers IMO. I don't view Khabib vs. his peers in quite the same way at the present time. But Khabib certainly has the potentially to have a longer career with more quality wins since he works significantly harder than BJ did.
