Honestly, its just wishful thinking. But they do want to aim a radio telescope just in case there actually is an alien civilization constructing super massive celestial objects in space which honestly wouldn't hurt. The reason behind aiming the radio telescope would be that if aliens were there, and the aliens were able to produce such a large object around the sun, they would in turn be broadcasting massive radio signals from their solar system.

Basically, if an advanced civilization wants us not to find them, they can probably do that quite easily. Our junky probes and whatever else are nothing.

What organisms would want to be found by humans? What do we have to offer? We are like these stupid puppy dogs who jump into everybody's lap, lick their face, and think that everybody will love us. Why?
What are we trying to find in space? Things we can use. Of course.
i said that jokingly, but you are right imo. A space traversing race of aliens would have nothing to gain from encountering us. They can put themselves and us at risk. There could be some sort of War of The Worlds scenario in which we'd be the one who get screwed because of their bacteria and I DOUBT aliens wouldn't be tracking biological threats.
Also, if you look at the universe like one big ocean, It would be unwise for a curious bottom feeder fish to curiously try to make contact with great white shark. Perhaps world governments know this to be a universal fact. A law of nature per say; which might be why (imo) governments keep the public from knowing of alien life. Of course, that would only be one of the few if not many reason why governments keep the people in the dark.

Though I do think they may at least study us, or have some interest. Even if we are common or insignificant. Think of scientists on Earth. No matter how small or distant an organism is, you will find at least one person who is interested in studying it.
I watched Encounters at the End of the World by Werner Herzog. I love this guy. It is a documentary on Antarctica. He is talking with a diving biologist. They get in suits and get in that ocean. The scientist said it is crazy down there. So many creatures that could kill you in many different ways. It is war in those waters. The Ocean is one big ghetto. He didn't call it a ghetto, that is my addition.
Herzog asked the scientist an interesting question. He said something like, "Do you think that is why life left water in the first place? To escape this place?" The scientist responded that is exactly why he thinks life first left the oceans of Earth. To get away from that.
I have thought of that before. That "heaven" is actually aquatic in nature. The concept of it. A safer or more divine place above us that offers hope. Fish feel about land what humans feel about space now. We anointed space as Heaven. The Sky. A better place. This goes back to Aristotle and prior. He thought space was better because the Earth is a hellhole, and space is perfect. Heaven. We still actually believe space is Heaven. There is something greater than us out there. I think that is what we are looking for. Some smart race to basically solve our problems. Hand it over to them.

The penguin; It really makes one curious as to why it wanted to head to the mountain. I can only assume it was due to curiosity and the desire to seek something greater, but that is something humans feel. I'm not an expert on penguins so I cant say what they think and dont. Regardless of the facts, its actually quite fascinating that the penguin attempts to leave what it knows, away from safety and its comfort zone and for what? As simple and uneventful that moment was for the penguin, I'm sure it played out a huge step for the natural progression of that species and the little wont even know it.
