There's this thing called "checks and balances". No, the president can't just do whatever he wants, because there is this other thing called reality that keeps him in check. If Congress really doesn't want him to do something, they can go to "war" with him on it. How often does that happen?
He can not unilaterally declare war. How do you think wars get funded? Do you think Biden is pulling out his checkbook?
Veto and signs bills? The bills have to make it through Congress before they reach him. And even if he did Veto a bill, Congress can override his Veto.
The President doesn't just make his own unilateral deals with foreign countries because he often times is going to need Congress to help fund or approve things, and it has to fall under our own laws and international law. The president is a lot more likely to do things that align with their party, not just make up their own shit. So despite what powers they theoretically have, REALITY is is that they don't have as much power as you're making it out to be.
