It depends on how you define power. WADA can easily overturn USADA's verdicts. The idea is that WADA shouldn't have to. WADA, in turn, can be challenged and the case being sent to the CAS. These things are not laws, but agreements. The likes of FIFA and IOC could chose to ignore the CAS. They won't, because it would be a public relations nightmare.The thing that really cracks me up is that USADA has no power at all. Like 0.
So the obvious question for me is, since Jones is 1 of the 3 most famous fighters, Brock and Conor being the other two, who is he going to snitch on ?
The way I've interpreted it is that Jones has given USADA information that will assist their testing in the future.Snitching in general means that someone low level gets caught and gives info that might put the big fish behind bars. So he gets a free pass.

First you compare it to how snitching works in the real world, with actual cops and the real legal system. Then later you point out that usada aren’t actually cops, and have no legal authority. And then you say it doesn’t make sense.
Maybe that’s because you can’t compare apples to oranges.
On his suppliers or on several low profil fighters. It can be worth it to go easy on Jones if he helps catch, let's randomly say, twenty fighters. The most interesting thing will be how he's going to deal (pun intended) with the fact nobody is going to sell him shit (PED or recreational drugs) now that he's officially a USADA informant.

That's not necessarily the definition. The "bigger fish" doesn't necessarily mean more famous, but can be the one committing more serious crimes.
If Tom Brady gets popped for possession of a couple joints of weed, and flips on his dealer who is moving several pounds of weed, coke and prescription opioids every week, but is a relative no one in a fame comparison, that would still be snitching.

So yeah Testosterone is illegal in some ways.
