Bullshit.

When De Randamie signed to fight Holm, she knew with absolute certainty that 1) the entire point of creating the Women's 145 title was to funnel it to Cyborg and validate her as a headliner and 2) Cyborg was a known user. Cyborg didn't even pop for steroids; she popped for drugs used in weight cut recovery after cutting to 140, a weight she'd never wanted to have to cut to in the first place and that she only cut to as a test to see if maybe 135 would be possible. 135, was not, in fact, possible, and she got a retroactive theraputic use exemption for the drugs that enabled her to cut the weight she never would have had to cut if the 145 title had already been there. De Randamie refusing to fight had nothing whatsoever to do with Cyborg popping.

Given that the entire purpose of the 145 title was to get it to Cyborg and De Randamie knew it when she signed to fight Holm, her refusal to fight Cyborg was much more like an interim champion refusing to fight the undisputed champion than the other way around, and that's why it's a much bigger duck than any other in UFC or MMA history.
