'Abhorrent crimes'​

GMP and Oldham Council said they were "deeply sorry" to all those affected.

The review found that despite "legitimate concerns" of police and the council of the far right capitalising on the issue of grooming by "predominantly Pakistani offenders across the country", authorities in the town did not shy away from tackling it. Rather, the council "saw successful disruption and prosecution as the route to winning the confidence of all communities in Oldham", the review said. However, the report's authors found the police and council had failed some children.

Notably, they cited the case of one girl - identified only as "Sophie" - who was abused aged just 12 after "significant opportunities" were missed to protect her.
She went to Oldham police station to report being sexually assaulted in October 2006 and was told to come back when she was "not drunk".

The girl was instead taken from the police station in a car and raped in the vehicle, then taken to a house and raped multiple times by five different men.
The report also details how Shabir Ahmed, the ring-leader of a notorious grooming gang in Rochdale, was employed by Oldham Council as a welfare rights officer and seconded to the Oldham Pakistani Community Centre.

Despite multiple concerns being raised about him and his arrest for the sexual assault of children, police failed to tell his employers.

"If this had happened, it may have potentially avoided the tragic abuse of other children...," the report states, citing "serious multiple failures" by both GMP and the local authority.
Ahmed, identified only as "Offender A" in the report, is now serving a 22-year jail sentence.

Greater Manchester Mayor Andy Burnham said the report had "identified a number of wrongs that needed to be put right".
"There were serious failings and victims were let down, particularly Sophie", he said, adding: "I will also fully support any actions to prosecute those responsible for these abhorrent crimes and [hold] to account those whose behaviour fell short of what we require."

He added: "Whilst there was no evidence of a cover-up, we must not flinch from acknowledging shortcomings."

'Ongoing trauma'​

GMP Chief Constable Stephen Watson, who was appointed last year after his predecessor quit following a damning review of the force, said: "I want to offer my sincere apologies to everyone affected by the events considered in the report.

"Our actions fell far short of the help that they had every right to expect and were unacceptable.

"I am sorry for the hurt and ongoing trauma they have suffered because of what happened to them."

Oldham Council Leader Amanda Chadderton said she was "deeply sorry" that "our services at the time were not good enough to protect vulnerable young people suffering the most awful abuse".

Dumb bitch was whining that she, "felt threatened" by Musk's comments, and that police had, "put measures in place to protect her".

I guarantee the thousands of victims of Pakistani Rape Gangs felt a damn sight worse than just threatened. And would no doubt have been delighted if police had put measures in place to protect them. Safeguarding minister Jess Phillips’ decision to block a public inquiry into the Oldham grooming gangs seems, from the outside, to be almost inexplicable. Children were raped and abused by gangs of men while the authorities failed to protect them.

A review of the abuse in Oldham was released in 2022, but its terms of reference only stretched from 2011-2014. Survivors from the town said that they wanted a government-led inquiry to cover a longer period, and catch what the previous review had missed. In Jess Phillips’s letter to the council, revealed by GB News, she said she understood the strength of feeling in the town, but thought it best for another local review to take place.


Rotherham child abuse scandal: 1,400 children exploited​


Children as young as 11 were raped by multiple perpetrators, abducted, trafficked to other cities in England, beaten and intimidated, it said.

The report, external, commissioned by Rotherham Borough Council, revealed there had been three previous inquiries.
Council leader Roger Stone said he would step down with immediate effect.

Mr Stone, who has been the leader since 2003, said: "I believe it is only right that as leader I take responsibility for the historic failings described so clearly."
The inquiry team noted fears among council staff of being labelled "racist" if they focused on victims' descriptions of the majority of abusers as "Asian" men.

Revealing details of the inquiry's findings, Prof Jay said: "It is hard to describe the appalling nature of the abuse that child victims suffered."

The inquiry team found examples of "children who had been doused in petrol and threatened with being set alight, threatened with guns, made to witness brutally violent rapes and threatened they would be next if they told anyone".

The victims’ accounts are beyond depravity, unthinkable in a supposedly advanced Western democracy.

I was a police officer for 25 years, including five as a detective in the Met’s anticorruption command. I’ve watched senior officers, faced with uncomfortable truths, wriggle like greased piglets. I’ve witnessed logic-defying decisions for nakedly political reasons. I am firmly of the view, then, that the whole scandal has unambiguously revealed rank cowardice by constabularies across the UK, where the most senior whistleblower in the entire country was a lowly detective constable.
