I have no idea how that works. If he had it done just for kayaking conditions of course that is outrageous, but I am not willing to go there yet. Seems like a jump.

If SS personnel needed to prepare and needed to be able to maneuver vehicles in case of an emergency, I could see them needing to raise it.

Is it ridiculous? Yes. But I don't see proof of it being anything other than SS doing their jobs (so far anyways).

Haven’t read the article YET, but I’m sure there is a daily or weekly dam release schedule that they modified to accommodate the VP. Doesn’t strike me as a big deal.
