If laying on top of someone while getting punched in the face means doing more than someone, then I agree...

But even prior to the fight going to the mat, Craig was landing good strikes and even hurt Rua with a kick...

Rua’s only real offense came at the end of the fight when they returned to the standing position and he landed a some good punches...

They probably landed the same amount of punches on the ground in the third, and punches from the top definitely hurt a lot more than punches from your back. He definitely didn't hurt Rua in the third, and in fact looked like he got hurt himself running into a left hook at the end of the round
