Right, the exception was a USADA rule, which is what Ali referenced, but again, he was not the manager there, while Islams manager who was there, as well as his team, and him all said no IV was used, in line with the commission.
Still could have been an IV (and I seem to remember someone else from his team taking some of the suspicion, iirc), but as you said, no actual proof, and again, Ali didn't admit anything. It's hard to put much into his knowledge of the USADA exception vs the local commission rules when he didn't even know the correct amount people were allowed. He still could easily have done it, but there's no evidence offered by anyone, and I lean towards disbelieving the people who continually flaunt supposed evidence they won't release. There are "he said/ she said" situations where you don't know who's honest, or if either are, but it's not hard to spot a bullshitter when they're going "Oh I can prove it... im just not gonna yet"
Meldonium was a common treatment for health issues and is over the counter in Russia, and wasn't banned around the time he was using it. He could easily have had a doctor sign off, but it also caused him to sit out of world sambo competition, so it's a pretty big consequence to volunteer for that alibi.
It's a weird thing to just come out and say about someone and everything that was said after regarding the IV usage seems quite weird. Again no direct proof unless the company comes out and says this person was contracted to go and give an IV to this person. The weird part is the bags being left behind IF it is true at all. What's hard to believe about a private nurse and company not wanting to give out private information that could cost their business ? It's Australia, there are less than 5 providers in WA that can come out and do this for you.

He was cleared for the meldonium so it's a non issue, buts it's weird a healthy young athlete has a heart related issue and is medicated with this specific drug that was being watched due to how much it was being used. His 4 week dose schedule checks out though as opposed to Sharapova who was clearly using it as a PED.
