It's not, it's actually quite complicated. It's a substance that JUST became banned, and they don't know actually how long it stays in the system. So he definitely had it in his system, so the fight had to be canceled I suppose, but since they can't prove when he took it they can't suspend him.

Abdulmanap (Khabib's father) said that Makhachev took Meldonium in December.
 
It was legal in December. That's why he got off. They have no idea how long it is detectable.
According to Abdulmanap they knew that you need months after you took Meldonium to get it out of your system. But Makhachev still took it because he needed it.

I mean, Abdulmanap knew that if USADA tests Makhachev in March/April he might fail their drug-tests for Meldonium. Still he didn't care. And he was even criticized by Russian mma fans for that. In Russian internet.

That's kind of weird, if that really was the case why did he not deal with it right away so that it was not an issue come fight night?

There have been a lot of questions raised about meldonium and how long the drug remains in an athlete's system. WADA issued a notice this year stating that "there is currently a lack of clear scientific information on excretion times."

In Makhachev's case, the fighter submitted documentation about his prescribed use of meldonium after having a heart procedure done in 2015. Meldonium is not an FDA approved drug in the United States, but world wideUSADA lists the drug as "reportedly capable of providing clinical benefit for those suffering from heart conditions, such as low blood flow to the heart and angina."

Working alongside attorney Howard Jacobs, Makhachev submitted all the necessary documentation to prove the medical use of the drug due to his heart procedure and at this time USADA has lifted the provisional suspension on the Russian fighter effective immediately.
