It should definitely scale up as certain thresholds of wealth are achieved but not to the point where it disincentivizes many of the biggest gamblers and job creators from starting new companies or investing in more of them.

We should not want Elon types to check out, for instance after Tesla success and not go on to try and start other business and to get investors to invest in them.

We do not want the uber rich to check out, after a big win and just roll TBills until they die.
