That all fighters are on the gear seems to be an argument which mostly comes from people where PED usage is rampant in other sports as well (cough USA cough Russia).
Its just cope for their own favourite fighter being on roids.
Nobody can prove a negative but the evidence of them not being on roids is more than for other fighters who got caught being on roids
