Khabib had a way deeper resume of guys that he had beaten. He defended the belt against Conor, Dustin, and Justin, and had beat other high level and high ranked guys. Islam has not even once defended against a guy in his weight class, and his path to the title was filled with way lesser competition than Khabib had faced. Khabib was much more proven and people didn't really see him losing any time soon, so moving up would be the best way for him to challenge himself and for us to potentially see if someone could beat him. Islam is not at that stage, as there are lots of potential title challengers for him still at lightweight.
