You said it downgraded your PC to 480p quality, so I assumed signing in on a single other device, like your phone, would be an easy way to confirm whether or not the issues were exclusive to the PC, or were device-wide so long as you are signed into your Google account.I have the only PC in the household. I'm not going to dl YT on my TV and the app on my phone only allows 1080 as a max resolution.
The one video I watched on my phone in response to your question seemed to play fine.
If your account plays fine on the phone at 1080p, it once again makes it sound like it's an issue with your PC, and not the account.
