It's from an hour-long interview with Howard Stern from 2002. The entire interview is available on YouTube. I'll embed it for you, but I have no idea how long into the interview he starts talking about it.

 
It’s probably not Russell Elwood. Some say it’s the Storyville Slayer. That’s 21 years ago. At this point the dude could be dead.
The funny thing is that their only suspect is a black guy who used to be a cop, which the white guy claiming to be a serial killer mentioned during the interview. It's possible that there was another serial killer, a black guy, whether it was that cop or not, operating in the area, because a prostitute who survived an attack clearly recounted that her attacker was a black male, believed to be ex-cop Victor Gant.
