The UFC didn't test anyone outside of main events until 2006 IIRC. You can count on two hands how many people popped in the UFC while PRIDE existed as an org.

UFC testing back then was a complete joke.

5 fighters tested positive during the UFCs parallel existence to PRIDE.

Their testing wasn't miles above anything. It was a joke. It might as well not have existed, would have done fuck all difference.
Hell, some former UFC guys who never popped in the UFC pissed hot @ PRIDE 32 in the states.

As for encouraging roiding, modern day UFC basically wink winked Lesnar and Jones roiding, you think early 2000s UFC was anything but a (very rare) check if someone was a complete idiot with their cycling?
