How noisy is a pool table?

It's less noisy than hanging a proper heavy bag in the apartment and doing a full muay thai workout twice a week
 
If you have the honourable Sensei Seagal over, chances are he'll be breaking your favourite pool cue over your drunk friends' skulls with a stern look of machisimo on his face. This may become a bit too rowdy and might disturb the neighborhood's supposed tranquility. After which he will flee your place with the gross motor skills of a 12-year-old distressed girl, only to halt his flight to shoot some primary school kids when they catch his sight. The latter which also isn't particularly pleasant to the ears, nor likely will go unnoticed.
 
What is the layout of the building? If you’ve only got neighbors below you, put down a foam mat with a rug over it. That will insulate sound in general, and severely deaden the sounds of you circling the table and dropping stuff. Impact on the floor will upset downstairs neighbors more than the sound of the game itself.

If you’re in a building with neighbors all around, it’s probably a bad idea to put the table in a room that shares a wall with another unit.

You should be fine, just pad the floor in the room with the pool table.
 
The most noisy. It will attract your drunk friends at all hours of the night. The shit that went down around my pool table in my 20s....good lord.

Don't want to piss my neighbor off at night when playing with a few drunk friends.

Simple answer: Just put on really loud music so your neighbors can't hear the pool table.
