In general, by smoothing out and automatizing your combinations.A fighter who is thinking will always be slower than one who isn't, all else being equal.
Drill footwork more, every beginner (assuming you are due to the question) can improve massively there.
Other than that, strength to weight ratio is important. Quickest way to achieve that though is dropping all the excess weight. Once all that is done, we can talk about specific S&C to further improve.

More strength plus lighter bodyweight if we are talking about sprinting and jumping. If it's about striking speed (punches and kicks), then it's all about practice, practice, and more practice. Drills. Specialized training. Same stuff.

Other than that, it's all genetics. I think power training makes only a small difference if we want to develop power.

Drilling striking / kicking technique.

Speedbag / Double End Bag.

Drilling footwork.

You can use short hip bands to make sure you keep a proper stance as you move around.

Shadowboxing.

Striking/kicking drills with bands.

Training CNS through heavy compound exercises like deadlifts, squats, cleans, snatch, jerks, etc

Training CNS through Isometrics

Training power through compound lifts like snatch, cleans, jerks, etc, (triple extension)

Training power through plyometrics(various explosive push up variations, medicine ball throws, hops, bounds, depth drops, etc), sledgehammering a tire, tire flips, etc(depending how you do it you can focus on power or endurance)

You can separately do various balance, reaction, agility, ballistic, etc training..

You can also use some training methods from other disciplines like light athletics (track & field) with training to reduce ground contact time.
