It is FACT that Muller can only disclose his report to his boss. But it is also FACT that Congress can subpoena and get that report and all notes. It is also FACT that Congress can order an investigation and set up a Special Prosecutor and if they wanted that could be Muller or anyone Muller points them to on his team once disbanded.
