If the guy had been involved in numerous incidents in the neighbourhood before, then this army bloke has simply had enough of his bullshit and is ordering him to fuck off from the neighbourhood like any other fed-up resident would do in the same situation - however, of course, there's no apparent evidence of those incidents.
