If not dearth penalty would be ideal. If you are purposefully running over a person while on a motor vehicle you give up your right to life.

And those are current vote numbers, with most states at 99% reporting still, so the total is more like 4%

.5% of lets say 50% of America, let's 10% of that is physically capable of assault, and they do it once a year. (all are conservative estimates).

Equals about 240 incidents every day on average.

Conclusion 0.5% is massively high.
