Your history doesn't justify the use of force, otherwise you could just go up to anyone that's been convicted of a violent crime in the past and kill them and use their criminal background as your justification for killing them. Doesn't work that way, you need to be posing an active threat for the justification of lethal force.

The jogger that got shot was also not even news for months after his death as well. The jogger that was shot killers were free from prosecution due to the relationship of the father of the shooter with local prosecutors and police. This case has someone already in custody, already facing charges for his crime. The lack of justice is what drives stories like these not the act itself.

Life threatening is defined more by whether the shooter was a government employee than about actual threats to anybody’s life.
