The power was shut off by Israel (as was the water), it didn't just go out due to bad infrastructure.

Gaza was just given a warning to move over 1 million people in 24 hours so that they can flatten a large part of the city.

Not to mention that they aren't at "war readiness" at all times. Not that there aren't questions over the intelligence fuck up, but the two are not in the same ballpark. One is a war offensive, using every capability they have to smoke out their enemies. The other is intelligence gathering during peace time, and picking a needle in a haystack as to which threats they're receiving on any minute of every single day, as legit.
