I vote Hackman solely because Deniro has become such a raging libtard it’s actually comical.
He’s so far off the rails you’re not sure if he’s doing a bit or they have some horrendous blackmail against him.
I think you could argue Hackman got a bit more typecast as the kind of hard nosed professional personally but still he was very very good at those roles.Both great Actors Gene Hackman better all around actor and Robert De Niro got stuck in mainly one type of movie... mobster. Great Americans.

The Conversation though does show he could definitely do more than that, I think people expect that film to basically be his character from Enemy of the State but its almost the opposite.
Their runs at the top actually are not that different in lenght IMHO, difference is Hackman actually retired in the early 00's and became a writer instead were as De Niro carried on with mostly low effort work.
Hopefully more people watch The Conservation, always tended to be overlooked relative to Coppola's other big films of the era but I think tis ever bit as good and actually the kind of film he most wanted to make.I'm watching The Conversation today. It was Hackman's favourite role. It's very different from the tough, competent professional he was known for playing. While Harry Caul is very good at his job, he's socially awkward and paranoid. He has no real life outside his work.
Enemy of the State has a scene in which Hackman as Harry Caul is used as the picture in Brill's NSA file. This has led many fans and even critics to believe EOTS is a stealth-sequel to The Conversation. "Brill" is Harry Caul 25 years on.![]()
