Conor could have accepted the fight but asked for such ridiculous amounts of money that the UFC just dismissed the idea immediately. And thus they would've never had to tell Frankie that him facing Conor was even a realistic option.

Sure, maybe Conor was just bluffing and only said yes because the he knew the UFC would never accept his terms, and he just wanted some PR and bragging rights without having to fight.

Conor wants more money than his old contract to fight, they cannot force Conor to fight, and unless they pay Conor his askong amount he wont. It's not rocket science buddy.
