Another way to finish similar in effect to what Hall shows in that video is to simply drop your hip to the mat once you lock the grip and hook over his leg with your top leg. Your hips should end facing his feet. This gets a similar shoulder angle and drops your body weight on his head.

For the past several months I have been working on finishing while remaining on my knees. I have found that by pulling the choking arm (the one around the neck) so that the elbow draws back to the ribs it slices into the neck more and has a reasonable chance of success. In the instances where it (or my performance) is insufficient I just finish as above or by sprawling out my hips.
