Think it might have something to do with the fact Newsom mollywhopped the recall effort by nearly a 2:1 margin?

The larger the margin of victory, the higher the confidence interval of a projection with fewer of the total votes counted.

A total of 103 provisional ballots were processed in total due to the glitch, and the California secretary of state's office said the 70% figure is incorrect.
