If every country isn't paying their share into NATO, and the U.S. is paying most of it, then the natural conclusion is that we are wasting money.
And NO, he did not say Nuclear war is on the table, what does that even mean? The point he made is that no U.S. military capability is taken off the table as a potential option. That was the point.
He didn't specifically state that nuclear war as a defensive measure or as a deterrent was what he was referring too. He just said "I'm not taking anything off the table regarding nuclear weapons" - which, when referring to nuclear weapons, also means a first strike. Being perfectly clear on what he meant by "nothing off the table" was utterly unimportant to him, and isn't important to his supporters, which is very telling of their mindset.
