He's better but he has too many unfavourable match ups to be top tier. And in an oppressive offence type of game he only has a level 3 as a reliable reversal.

He did good in topanga but evo is ft2 untill top 8, so even that is very hard.

The fuck he doesnt

He doesnt get top 5 because there are 5 good Gief players and only one of em travels in Itazan. Gief can play footsies with the entire cast except Lily. He has absurd mixups and damage, and if he doesn't deal 40%+ of your HP bar he depleted your drive meter. If he lands a fhp its just begging you to block so he can SPD you for like 37%. If you don't he's gonna headbutt again and detroy a bar. The dude is absurdly strong. He needs a nerf. This is like saying Rashid or Bison don't need nerfs. They all do.

He has HUGE weaknesses to compensate for that. You nerf him and he becomes utter dog shit. And the idea that players won't pick up such a strong character is absurd. If he really was that great you will see many top players switch to him.

What is his huge weakness?

That is also fallacious as hell. Grapplers top players dont just pick up. Usually they pick up archetypes. Grapplers and zoners tend to not be characters just pick up. That's why every time when Dhalsim or Gief have been strong people haven't done it.
