The shorter the investigation the less chance that Trump himself is majorly implicated, so I hope Bob got everything he needs to make the right call on that.

People not physically present in a jurisdiction are often charged for a multitude of reasons: to make sure the statute of limitations doesn't run; so that they may be subject to arrest should they ever appear in the jurisdiction; so that an active warrant can be issued for purposes of extradition, or to keep with treaty obligations where other countries require such before extradition/confinement; as a statutory requirement to seize assets or freeze bank accounts.
