Chance that the outside gynecologist that the facility contracts with for gynecological care tends to do hysterectomies at a high rate for extra cash and to avoid potential liability, significant. Just as they always do C sections nowadays. They do it to avoid liability and because they can potentially charge more, depending on the contract.

Essentially nobody is detained longer than is legal. They can file habeas petitions if they are being detained without cause, and they do file them. The federal courts are constantly flooded with detainee habeas petitions. They virtually always lose because they have no legal basis.
