Fedor was in his prime, fast as lightning. He will "never" get that speed back. Nature took it away. Those added muscles won't help him at all. More likely be a hindrance.

If its fat being replaced by muscle I'd imagine any loss of speed would not be that significant.

I would agree that his peak speed is likely never returning but equally he never became really slow, rather he went from being the fastest guy in the division to just decently fast.
