As a watcher of Russian mma I think the thing is that now pretty much every Russian promotion have worse roster than UFC/Bellator/PFL/ONE (if we are talking about fighters from Russia/ex-USSR). Or maybe not roster but fight cards.
Like, let's look at promotions -- MMA Series (lack of big names on their roster); AMC Fight Nights (not a big secret that they are more about entertainment than sport, for example at their event in July guy with 1-0 record in their promotion is getting titleshot (and I think it's because him and his brother are kinda famous right now, Chorshanbiev brothers) I think also at this event they wanted to do Raisov-Makhno but last tme I checked they said that fight is not signed because they can't agree at which weight they are gonna fight (and I think the reason they are making this fight because both fighters are more or less famous)) and for years Fight Nights organizes fights for famous people (who are not pro fighters) or look at their grand prix with tall and big guys and I think sometimes their matchmaking is like "let's book Russian Pagan soccer fan versus unbeaten Muslim Khabib look-alike from Tajikistan"; PRO FC -- not the best roster and events are rarely happening (and they hold events mostly in Rostov?); ACA -- seems to me that non-Chechens mostly view them as promotion that exist to make beatiful mma record for ethnic Chechen fighters and guys from Akhmat gym; EFC -- roster is relatives of Khabib, friends of Khabib, pupils of Abdulmanap and some local guys (like, Kazakhstani guys at event in Kazakhstan, Tatars at event in Tatarstan, you got the idea) (and more known Khabib-related guys are ex-fighters from M-1 or Fight Nights who is not with FN for some reason, M-1 just doesn't holds events); OFC -- from what I seen their biggest guys are ex-ACA fighters; RCC -- sometimes they have big names, but I think their last event is headlined by Ragozin and personally I'm not sure that I even bother to check results of this event.
And pretty much every promotion has their own gym so you have questionable judging and stuff and events of promotions often looks like "our guys crushing some cans". Years ago cans were Brazilian guys and now they are often replaced by Tajikistani/Kyrgyzstani/Uzbekistani guys who, seems to me, sometimes are actually migrant workers to Russia who works at construction sites/taxi/etc so because of that there is no proper training for them with weight cuts (Shlemenko mentioned that this is what Brazilians has in common with Kyrgyzstani -- at every event there is at least one Kyrgyzstani guys who misses weight, years ago it was Brazilians in Russian promotions).
So, in my opinion Bellator have all the chances to make interesting event unlike Russian promotions who seems to make events only interesting to people from Dagestan/Ural/Chechnya/Far East/Tajikistan/Armenia.
