You don't even have to go that far.What it comes down to is that they are referring to an effect on public opinion (that could then in theory translate to an effect on votes). That is the only way possible to connect emails to the election.
But of course, a great number of foreign influences can be taken into account that would influence public opinion one way or another.
So it isn't about affecting public opinion, obviously. Otherwise they would have to address all influences.
Their language will be tailored towards whatever political objective is desired.
How much did Saudi Arabia contribute to Hillary's campaign? Think however many million that was has an influence on public opinion?
