I didn't realize the PM attended the final day and awarded Hoshoryu the PM cup. Extra cool for Hoshoryu
 
Looks like yes, Hoshoryu has been recommended for Yokozuna promotion. The YDC will vote, since Hoshoryu has a Jun-Yusho and a Yusho there will need to be a 2/3 majority vote to approve the promotion.
This is a big moment for Nephew.

I've been reading the same thing on japanese newspapers and what leads me to believe it might happen is the tone they present it in. they are usually very careful with how they present things but in this case they are openly saying it, Hoshoryu WILL be named Yokozuna on the 29th. i've read 3 local newspapers not mixing words, right out with saying it, which means they are in contact with the sumo association and they received the blessing to use that wording.

If so, congrats to the 74th Yokozuna Hoshoryu!
 
A piece of crazy info is that Hoshoryu might be one of the very few people to make Yokozuna without ever beating a Yokozuna. He is like 0-7 against Terunofuji and he didn't get the chance to fight any other.

Yeah that is wild. There's talk of a 12 - 3 not really being Yokozuna worthy and the fact that the people who beat him posted losing records.
However, his day 15 performance was certainly Yokozuna worthy. Beating both Ozeki, Oho and Kinbozan twice including back to back playoffs I think is what sealed it for him.

At least one of those is unfair because god himself could lose to Chaos Lord Shodai in a certain day.
Shodai losses should not count.

I looked and the 2017 basho where he beat Harumafuji, he also has a win over Terunofuji, but it's a fusensho

Friends, The YDC approved Hoshoryu's promotion to Yokozuna.

The JSA will meet Wednesday for final approval and Hoshoryu will officially become the 74th Yokozuna
