I've been reading the same thing on japanese newspapers and what leads me to believe it might happen is the tone they present it in. they are usually very careful with how they present things but in this case they are openly saying it, Hoshoryu WILL be named Yokozuna on the 29th. i've read 3 local newspapers not mixing words, right out with saying it, which means they are in contact with the sumo association and they received the blessing to use that wording.Looks like yes, Hoshoryu has been recommended for Yokozuna promotion. The YDC will vote, since Hoshoryu has a Jun-Yusho and a Yusho there will need to be a 2/3 majority vote to approve the promotion.
