genocide encompasses far more than killing brother. ethnic cleansing is genocide. if you are attempting to cleanse an ethnic group you are doing genocide.
mass deportation is an example of genocide, provided the targeted group is of a certain or some certain ethnoreligious group(s). if trump decided to round up all the jews and deport them all, it would be genocide even if a single one wasn't murdered.
you don't have to be a citizen of a country to be genocided inside of it. jews also were not considered citizens inside of nazi germany because hitler brought in the nuremberg laws, redefining what a citizen was in the context of the reich. jews, by technical definition, were illegals.

yes, the plan is to deport these people. as an inevitability of this plan, they will put these people in concentration camps where they will be worked to the bone and have their medical needs neglected. you can say "well that's not what they're saying the plan is" and it may not be, but it doesn't matter. that's what has happened and is going to happen.
