The votes are counted later, but they are already cast. They can't be changed. You can read the constitution, it is pretty clear on the process.

And if there’s objections from BOTH houses in writing then they go to their chambers for two hours and debate it. When it’s 1-1 ( cause if wil be cause no way house votes against Biden ) then if goes to the Governors of the contested states to vote for ascertainment which they will vote for Biden cause they already certified states election for Biden . So it’ll be political theater but much ado bout nothing cause Trump has no chance so give up bud . No, only the elector votes the with Governors signature and the seal of the Secretary of State are valid and will be recognized by Congress.
