The rest of it, some hearsay, lots of conjecture. And of course the weirdest thing; why was a hand recount of this country not requested by the Trump campaign?
Also, reading the part regarding error logs, they appear to be hardware generated errors, not software errors as such. That would explain the high % errors, and do not, as they admit, lead to the conclusion that tabulation errors occured from those errors in the logs. Oddly enough, they later refer to it as "errors in the election software", even though they explicitly admit they are hardware errors. That those errors are logged in the error log of the software used, is, well, the way computers work.
They also state that election officials, due to the configuration used,
could have used that config to flip votes, but never state or even alledge that this happened. They note config errors appeared in the log, which could (no source to inspect) be explained by the chosen config.
So, again, as with all of these "bombshells" so far, they alledge nefarious things
could have happened, but never state they
did happen. HAVA violations seem concering, but I'll wait for the independent analysis on that. Virus software stuff, USB sticks being used for updates, etc. Yeah, not what you want to happen, but after having worked for the Dutch government in IT for 18 years, this is par for the course, unfortunately.
