Not really Eugenics more to do with the sport programs the soviets used to finance in their territory which in return started a boom in boxing and wrestling in a lot of places in the eastern European sphere.
You can see this also in Cuba which was under Soviet influence, if you have access to good training and facilities you become better fighters on average then countries with lesser Facilities.
Compare German Wrestling with Russian Wrestling Olympic programs, it is a joke really even more so with Germany being as wealthy as it is. Resulting in Germans being significantly worse in Wrestling.
Also Eastern Europe isn't one mono cultural place there is a difference if you compared Croatia to Poland.
If MMA goes Mainstream around the world (probably never will) You will see a lot of more different places competing, a place like new Zealand is tiny compared to most countries in the rest of the world but still produces a lot of high quality talent, probably cause they got good facilities and training.

If they took DNA tests (Jon did, he posted it on Instagram) the results state them as African Americans because of their DNA, not just "African" because they're a mix of 50+ ethnic groups from the continent of Africa along with American Settler + Native American ancestry.

Interesting, so... according to the above map, the thing that makes Eastern Europeans distinctive from other groups is the high percentage of yellow or R1a (Proto-Indo-Europeans):

haplogroups only follow the paternal line. L was in europe prior to the indo european invasions and they were not nordic people. they would have looked more like mirko cro cop or some random romanian.
